Most of these places are serious about keeping their area clean. They have these monster bins on the side of the road.
They even reduce waste by manufacturing their plastic bottles (coke, Fanta, water etc) so that the cap doesn’t completely come off to get lost. Once undone, it folds back out of the way ( sort of).
The exception I noticed was the plaza or square outside the church here in Santiago. Cigarette butts everywhere. No other rubbish, but so many butts.
It’s almost a cultural thing, like peanut shells at the Long Bar in Singapore
